Nunatsiavut Government Research Application

  • The Nunatsiavut Government (NG) receives numerous requests each year to conduct research within the region. Any research conducted in Nunatsiavut should happen only with the full knowledge of the NG and Labrador Inuit.

    Process: Any researcher who would like to conduct research in Nunatsiavut must contact the Inuit Research Advisor (IRA), Carla Pamak, before proceeding. A research proposal is required for every potential research project that takes place in Nunatsiavut. The Nunatsiavut Government Research Advisory Committee (NGRAC) will review each proposal based on a process developed to represent Nunatsiavut.

    Timelines: The Nunatsiavut Government Research Advisory Committee meets once a month. The NGRAC requires the time to give the research project the consideration it deserves. Your research application must be submitted at least two (2) months before the start date of your project. Please keep these facts in mind when submitting an application. This will help ensure the review process is as thorough and fair as possible.

    Response: A reply will be sent to the researcher identifying next steps as soon as possible. Should clarification or additional information be required, additional time to review the application may be necessary.
  • The NGRAC requires that all approved research projects submit a one page plain language summary of the research project to the NGRAC to be used in the Nunatsiavut Government Annual Research Compendium.
    The summary should include:
    1. Plain language summary of the research
    2. Current project status
    3. Results to date, including photos of the research team and activities

    • The NGRAC requires that all multi-year projects provide an annual report to summarize the past year's work, identify any changes to methods or sampling locations, and propose timelines and workplans for the upcoming research year. The NGRAC will provide written approval for each research year upon receiving this information.

    • Ethics approval from an appropriate authority is required for all projects that involve human subjects, health or animal manipulations in order for the NGRAC to process your application. If you are an independent researcher without access to a research ethics board or have any other questions, please contact research@nunatsiavut.com . If you have approval from multiple authorities, please attach all approvals here.
      1. All health research within the region requires ethics approval from the Newfoundland and Labrador Health Research Ethics Authority (HREA). If you are currently affiliated with Memorial University, please submit your application to the Interdisciplinary Committee on Ethics in Human Research (ICEHR), which can be found here. If you are not affiliated with MUN, please submit your application directly to the HREA here The HREA requires approval from the NGRAC prior to approving any project associated with Nunatsiavut.

      2. If you are planning on conducting health research that involves community clinic staff and/or resources you will require research approval from the Labrador-Grenfell Regional Health Authority (LGRHA). The application form is available here.
    • The NGRAC requires all research projects involving human participants to provide a consent form. Note: This form must be approved as part of the ethics process of your institution.

      • Any archaeological activity on Labrador Inuit Lands requires the completion of an Archaeological Investigation Permit Application, available here . If your project involves any archaeological activity, contact Jamie Brake at the Nunatsiavut Government Archaeology office at jamie.brake@nunatsiavut.com.
      • The NGRAC requires the approval from the Canadian Council of Animal Care or equivalent authority within your institution. If you believe your research does not require this, please attach a separate document below with the appropriate justification.

      • All research involving harvesting of any species requires the completion of a Permit to Access Labrador Inuit Lands for the Purpose of Harvesting .

      • PART B - Research Location and Subjects

      • Anyone under the age of 18 requires the signed consent of their parents/guardians signed consent or they cannot participate in the research project.
      • Please provide any map(s) of proposed research area / locations below (multiple files can be uploaded). If research is taking place only with community members, then a map is not necessary. However, any work defined by a specific physical geography (e.g. ecological, archaeological, geological, etc.) requires a map. For files greater than 20 MB please email research@nunatsiavut.com.

        • Part E - Data Use, Deliverables and Funding

        • Please ensure that you inform research participants that you will share data with the Nunatsiavut Government. The NGRAC suggests including the following sentence in your consent form: Data will also be shared with the Nunatsiavut Government for potential use in future projects or activities. Any future use of data will be in line with the original intent of this project.
        • Please note: Some research projects may require the development of a communication plan in conjunction with the Nunatsiavut Government.

        • Part G - Acknowledgement

        • All reports and publications are to be shared with the Nunatsiavut Government. Inuit typically express the desire to be recognized as research contributors in final research reports and documents. Publications should include acknowledgement of all research participants who wish to be acknowledged, including elders, to the fullest extent possible. Researchers should present the results of the research in the community or the nearest community to where they conducted their research prior to communicating results at conferences or through articles and other publications. If community members are included in the design, implementation or dissemination of research results, please allocate the appropriate funding within the project budget to enable community research partners who are interested to (co)present at conferences and other research forums as is appropriate. A plain language summary detailing the work conducted should be provided to the Nunatsiavut Government once the field season is completed and translated into the Nunatsiavut Inuttitut dialect (roman orthography). A list of translators from Nunatsiavut can be obtained from the Inuit Research Advisor. The NGRAC suggests that you consider interviews on the regional radio and TV station (OKalaKatiget Society, (709) 922-2955). Some other permits that may be required as part of your research are: - Firearms FAC and transportation permit; - Federal permits for research on birds. A scientific permit is required for collections birds, birds tissues (e.g. feathers, blood, etc.), attachment of ancillary markers (e.g. nasal tags, radio transmitters, etc.); - Federal permits for banding to mark birds with bands. The banding permit requires special amendments if auxiliary markers are being used; - Canadian Wildlife Service Scientific permit; - Fisheries and Oceans Canada permit. Any research activity conducted on Labrador Inuit Lands (LIL) by someone other than a beneficiary of the Labrador Inuit Land Claims Agreement may require a Land Use Permit as per Part 4 of the Labrador Inuit Lands Act. The NGRAC will contact you if a Permit to Access Inuit Lands is required. The final decision on a Land Use application will be made by the Minister of Lands and Natural Resources based on the recommendations of the Nunatsiavut Government Research Advisory Committee.
